It would take work to implement, but one could imagine tiered pricing for an individual sale - first gallon is 1x, second gallon is 2x price, third gallon is 3x price, et cetera. That could even be gamed by going around and around the line to get the first gallon a bunch of times, to shift more benefit to the line-standers.
